Hello sailor

Anyone know how to date an old toy lead sailor?  This was a detecting find from a few months ago.  I am surprised the gun barrel has not snapped off although his arm is at an odd angle now.  I am guessing maybe Victorian.  What do you think?  The overall height is 60mm.

I presume the gun would have been on his shoulder, Dave wise not sure Howard would guess round about 1900 going by his uniform.
